The packet is evidence to compare
A carrier packet organizes information. It does not make every item in it current or authentic. The practical control is comparison: packet against official record, certificate against insurance contact, dispatch against the truck that arrives, and payment instructions against an approved change procedure.
Use the following sections as a review framework. Your company’s legal and compliance requirements may add more.
Identity and authority
- Exact legal name and any DBA
- USDOT and MC numbers
- Physical and mailing location
- Official phone and approved email contacts
- Operating classification and authority appropriate to the load
- Date and name of the person who performed the live FMCSA check
Search the carrier in both SAFER and Licensing & Insurance. Resolve mismatches before onboarding.
Insurance
- Current certificate of insurance
- Issuing agency and contact path independently verified
- Policy effective and expiration dates
- Auto liability and cargo details required by your policy
- Applicable exclusions reviewed
- Certificate-holder wording reviewed
- Process for obtaining an updated certificate
Do not assume an insurance filing and a certificate answer the same questions. Use the filing to confirm the federal record and the current certificate to review the coverage presented for onboarding.
Operating fit
- Equipment type and specifications
- Ownership, lease, or operating model where relevant
- Cargo and commodity fit
- Weight, dimension, securement, temperature, or other special limits
- Geographic service area and lane preference
- Tracking method
- Dispatch hours and after-hours escalation
If capacity does not match the shipment, decline the load before the rate confirmation becomes an operational problem.
Load-level identity controls
- Assigned driver name and direct contact
- Tractor and trailer identifiers
- License plate information when required
- Pickup number and shared load reference
- Approved pickup and delivery facilities
- Procedure for substitutions or contact changes
FMCSA’s fraud guidance encourages careful contact and identity checks. The load-level information should agree with the carrier identity already reviewed.
Communication expectations
- Required milestones
- Time-based update cadence
- Tracking platform or check-call method
- Events that require immediate escalation
- Who receives after-hours communication
- Format and timing for revised ETAs
Write these expectations down. “Keep us posted” is too vague to manage consistently.
Documents and closeout
- Bill of lading procedure
- POD recipient and required image quality
- Detention, layover, lumper, and TONU documentation
- Deadline for reporting an exception or potential claim
- Invoice and document submission channel
- Contact for rejected or missing paperwork
The packet should show how the relationship closes, not only how it begins.
Change controls
Contact, banking, and ownership changes deserve a separate verification path. Do not rely only on the same email that requested the change. Follow your organization’s callback and approval procedure, record who verified the change, and preserve the supporting documents.
